I've done a lot of searching and have yet to find a solution, I've tried re-installing, installing an older graphics driver, disabling steam overlay, running the Directx setup in the new vegas folder, deleting the renderinfo file, tried running it with new vegas anti-crash, disabling non-windows processes from starting on bootup, verifying integrity of game cache, and using the injector version. Removing it or moving it to some other folder prevents this, but it means not being able to use enb. For some reason, having d3d9.dll in the new vegas directory prevents the game from being started up at all.
